Captain and operational leadership

Kenneth Tårnes served in the Royal Norwegian Navy for 27 years and attained the senior officer rank of Orlogskaptein - Commander, NATO OF-3.
A Master Mariner with 40+ years at sea, he also served as an approved assessor for mariners qualifying for D1, Norway’s highest deck officer certificate.
His knowledge is recognized by local and international captains from the Navy, cruise ships, superyachts, tall ships and ferries, as well as transport, cargo and fishing vessels.
Kenneth knows the coastal weather, currents and tides first hand and is well acquainted with the established cruising routes as well as the smaller fjords, sheltered passages, anchorages, harbors and private docks that can make an itinerary safer and more flexible.
His decades of service have also built a trusted network across Norway, extending deep into small coastal communities and enabling him to connect vessels quickly with reliable local knowledge, people and practical support.

Medical readiness
A local Norwegian doctor provides enhanced medical support.
Dr. Aleksander Dahl Olsen, an authorised Norwegian seafarers’ doctor and military ship’s doctor, can join assignments adding medical preparedness for remote or special operations.

Operations, guest experience & client liason
Sachi Maekawa combines professional steward and hospitality experience with itinerary planning, yacht operations and client and agent communication. She coordinates with captains, agents, guides, suppliers and local partners while helping plan guest experiences and providing attentive onboard service. She is fluent in English, Japanese and Norwegian and experienced in serving international clients.

Operating boundaries
Every assignment is reviewed against Stella Oceana’s certification, insurance, crew requirements, operating area, weather conditions and the practical interface with the supported yacht. Final scope, personnel, cargo, locations, activities and responsibilities are confirmed in writing before the assignment.
Scope of service
Stella Oceana provides physical vessel support, captain-to-captain insights, guest and crew transfers, specialist accommodation, local provisioning runs, remote itinerary support, location reconnaissance and contingency planning. Destination activities and land or air transport are delivered in cooperation with appropriately qualified local providers, each of whom remains responsible for its own permits, equipment and operating decisions.
Outside our scope
Stella Oceana is not a yacht or port agent and does not provide customs representation, importer-of-record services or authorized pilotage. We do not ordinarily undertake search and rescue, medical evacuation, salvage, towing, heavy lifting, helicopter operations, regulated security services, dangerous-goods transport or work outside the vessel’s certified and insured operating scope.
Master's authority
Our Captain has final authority over Stella Oceana's departure, routing, boarding, transfer operations, tender use, continuation, diversion and return. An operation may be delayed, modified, relocated or cancelled when weather, sea state, visibility, equipment, crew readiness or other conditions affect safe execution. Where practicable, our operations team will present revised timing, an alternative location or a suitable Plan B.
Documentation and vendor onboarding
Stella Oceana’s capability statement provides an overview of the vessel, crew, operating areas and support services.
Relevant registry, certification, insurance and crew documentation can be provided to legitimate yacht managers, captains, agents and contracting parties after the proposed assignment and the recipient’s authority have been verified. Once the requesting organisation and intended purpose have been verified, we can securely provide the documents relevant to its review.
These may include vessel registry and certification information, evidence of insurance, applicable manning documentation, relevant crew qualifications and World Sea Explorers AS company and VAT information.
Sensitive identifiers and assignment-specific operational documents are exchanged only when required during formal onboarding or contracting.
